Hong Kong cheap hotels

Looking for a cheap hotel in Hong Kong? On this website, we distinguish between budget hotels and cheap ones. By 'cheap' hotels, we refer to those that are classified as guesthouses, rather than hotels, by the HK government in licensing. So what is the difference? We've not found any official descriptive differences yet, but for one thing, guesthouses are certainly cheaper.
